Weapon balance changes

This started out as wanting to boost the speed of the combat shotgun. After many days of staring at a spreadsheet, I've settled with, what turned out to be much more shit than I wanted to change.

This affects about 125 weapons. For full details, open with FO3edit and compare.

All melee/unarmed weapons were doubled in power. This is mostly for the benefit of melee enemies. They are quite weak even with these changes but it helps. If you choose to use a melee build you'll be very strong.

As for guns:

Slow weapons were sped up. Weak ones made stronger. Spread was tightened. Projectile speeds were increased. A few saw more drastic changes:

• Slo-burn flamer was changed to the Slo-burn Incinerator, a unique Heavy Incinerator. I don't see the need in having 3 unique flamers.

• Gauss rifle, Tesla cannon, and Drone cannon use more ammo per shot but also fire more shots per clip.

• Gauss rifle and Tesla cannon switched ammo types. This gives energy weapon users a weapon that uses ECP and...

• Tesla cannon was moved to Big guns. Now big gun users have a MFC weapon.

I suggest opening this in FO3edit and looking at the changes for yourself and I would suggest doing that for all mods you download.

For those unaware, these changes affect your enemies as well. I did a full playthrough and the only area I had issues with were the Tesla Cannon enemies in Broken Steel. They are very strong now that they can fire multiple times before reloading. You might need to draw out their fire or turn down the difficulty for that section.
