Urban Flecktarn Combat Armor

This file adds a unique (non-replacement) Urban Flecktarn Combat Armor to the game. File includes both male and female models, and a matching camo Combat Helmet. Loosely based on the Talon Combat Armor, I have removed the decal, and lightened up the charcoal gray plates a bit to help set it apart in the game. This armor can be purchased from Moira Brown @ Megaton, and Seagrave Holmes @ Rivet City Supply.
