Tesla Coil Gun

Adds a new weapon to fallout 3. Requires BrokenSteel. The Gun can be added via console codes i gave in the readme in the download. It uses smallenergycells just like laser pistols, and i will be updating it soon putting the gun in the game world so you don\'t have to add it through console commands. It\'s a laser pistol with a custom scope, tesla claw, and has a different texture. I\'m currently working on textures but it will be a while.
