SuperiorSharpShooter Perk No Weapon Spread for ALL GUNS

I finallly decided to make this an ability and put it into a perk so when you take this perk your weapon min spread is reduced to 0. I have updated the mod so it works good with shotguns, shotguns will always have natural spread, note that the mod only affects the minimal spread, so for the bullet to perfectly hit its target you need optimal shooting condition, this way is not overpowered, so if you are not moving and using the aim button the gun should shoot exactly where you aim, but run & gun and you will have the natual spread. If anyone want I could make a perfect aim under any condition, so it will shoot exactly where you aim even if you run & gun but to me that its a little odd.
