In Fallout 3 stimpaks heal for the full amount immediately and therefore can be more readily used while in battle :(
This simple mod changes stimpaks so that they heal over 10 seconds for the same amount as vanilla Fallout 3, instead of an immediate heal.
This change means that targeting limbs, using your environment and scavenging is more fun and intense for a higher difficulty.
