Operation Anchorage Winterized Equipment Naming Fix

This is a very simple mod that changes the names of all the weapons, clothing, and armor found in the Operation Anchorage Simulation to included the word "Winterized," so that you can easily tell them apart from the wasteland weapons when browsing through your containers.

I also added a locker to the armory in the Outcast Outpost that contains one of every weapon, armor, and clothing from the simulation, including some things you can't get, like Jingwei's outfit. The locker also has a bit of ammo for each weapon.

This mod should be compatible with everything. All I did was change names, edit a couple of health values, make a new container and put it in the armory.
