Rewrites perk descriptions, adding missing values and percentages.

Old - While using a pistol (or similar one-handed weapon), your accuracy in V. A. T. S. is significantly increased.
New - While using a pistol (or similar one-handed weapon), your accuracy in V. A. T. S. is increased by 25%.
