Energy Weapon Stat Fixes

This is a re-balancing of the energy weapons in Fallout 3. I always thought that the damage was a little lack luster and some weapons broke to easily and so on. I modified a bunch of the stats to make gameplay more balanced. I didn't make these overpowered, one-shot weapons.

I wanted this file to be small so that if your internet sucks, like mine, you can still have a few weapon mods that improve your game that don't take a full day to download.

I changed the stats of every energy weapon in the Vanilla game excluding Col. Autumn's Laser Pistol because it can be affected by the Broken Steel DLC. The changes include: damage, rate of fire, AP cost, weight, value, ammo capacity, item health (especially with the Alien Blaster), critical hit chance and VATS accuracy. All of the changes are improvements from the base stats.
