Nevertheless performance should be unaffected or even improved except for 4k choice.
You should have Vivid Fallout - Landscapes or Vivid Fallout - All in One installed to match the LOD's.
If you use my 'Puddle Remover' install 'Commonwealth LOD - Puddles Removed' in optional
section to match the brighter grounds.

I'm using esl-flagged esp's for my mods, they don't add to the plugin limit
LOD refusing to despawn is a well known Vanilla bug.
Changing following solved it for me.
