All followers can be built from the workshop menu under Defense > Turrets >
They all require Robotics Expert and cost 2 Circuitry, 2 Steel, 1 Glass, and 1 Nuclear Material each
They do not and should not interfere with any companions including dogmeat nor do they have any dialog options, they simply follow you until they die, use accordingly.
