All vanilla settlements unlocked. No scrapping done, only minor things built for basic settler needs.
Loot is in Sanctuary.
No DLC started, most side quests not done.
You need to download manually and extract into Documents/my games/Fallout4/Saves.
Both .fos and .f4se files included.
No mods in use, but needs all DLC.
