When you craft the Perk Magazine you will first get given a Beacon grenade to spawn it in from the special hidden library of top shelf knowledge that the Institute have collected over the countless years they existed. 

This special knowledge teaches the reader how to correctly place shots down range and make your shots hit the intended target just like Matt Can, this skill is priceless knowledge in combat against other humans and humanoid creatures you encounter along the journey.

They Say Matt wrote the skill magazine himself.

The Skill can be used to keep hitting the enemy at long ranges accurately even with shotguns.

The teleport grenade drops a copy of the Perk Magazine for you anywhere you throw it so don't throw it away.
