Stops True-Damage Criticals from being way too high!
I created a new perk which is distributed to the Player.
This perk reduces the crit-damage to a more "normal" range and affects all Weapons with => "WeaponTypeBallistic" Keyword
(Needs perhaps still a bit "finetuning" ...)
First picture => HP after one normal VATS shot (From 200HP down to ~130 HP)
Second picture => HP after one critical VATS shot (From 200HP down to ~60 HP)
(tested with console command "coc DebugRange")
