CAN BE INSTALLED ANYTIME. It won't bug Taking Independence or Old Guns, or anything.
In the cell it was a skeleton and a coffin so I put it in for fun.
I don't know if it is from this mod but when I tested the mod I used the robotics expert to desactivate sarge and the quest continued without killing him.
