Currently, to recruit these vanilla vendors, you have to build the appropriate vanilla store.
The Scribe - 1 Armor Store
Ron Staples - 1 Bar
Doc Anderson - 1 Clinic
Smiling Larry - 1 Weapon Store
Trader Rylee - 1 General Store
This mod makes them recruitable by building the appropriate commercial building plan in addition to the vanilla behavior. For example, you build a commercial plot, assign a settler, build an Armor Store building plan and SS2 sees the plot as 'Active' after construction completes, the next time you encounter The Scribe in the Commonwealth, you will be able to recruit him.
By adding this plugin to an existing game, any existing active L1 - L3 plot will count towards the unlock requirement.
