[]Open the program, and assignment the points,and then click "build" button, it will create two files (reset.text and run.text) under the program folder by default. If you have changed the default path to the game's root path, you can skip step 2.

]copy "reset.text" and "run.text" to fallout4 's installed root path.[]Enter the game's console, input the command "bat reset" (bat<space>reset) to reset all points and "bat run" (bat<space>run) to reassignment the points!

[]V. A. N. S. perk can't to remove once you add it. Even the individual console command wont work unfortunately. This bug belongs to the game itself.
