Well someone did.
They requested it, and here it is!

I'm not 100% sure if the DLC is a hard requirement or not. I know some mods
need it and others don't, and I can't say for sure if any of the
ones I used need them to function. So I added them to required just to
be safe. Not all of the mods are a HARD requirement, but obviously for
the best results it's good to use as many as possible.
HOW TO USE:
Simply download the ZIP file, and extract to:

Start a new game
