A simple mod that lets you assign (Command and Move) Phyllis Daily after her final dialogue scene ends.
In the final scene, you need to choose either the positive dialogue choice "Help others / Minutemen?" or the neutral "Day at a time". The negative "Live with it" and the topmost option "Why not leave?" won't make her assignable...
I've also added a few Agree ("Workshop Assignment") lines for her.
Notes: this mod doesn't have an actual recruitment quest. I don't know if there's already a similar mod, if there is, please no need to let me know about it in comments.
