Proportional Roasting and Water Boiling

Overview Allows you to roast that one piece of radroach or molerat without nonsensical looking for more so that you can cook it. This makes a single piece of raw meat potencially more potent so I also implemented my beloved New Vegas style strength penalty for eating raw food.

The same is applied to creating purified water - there is no reason for you to need 3 bottles of dirty water to create 1 purified. Sure a bit will get vaporized, but not much at all if you are careful - certainly not TWO bottles. (Those glass bottles are actually lost even if use bottle recyclation mods which is my second reason for this change.) You can now also create dirty water from purified water and cork.
