Removes fusion core ejection from "Nuclear Physicist 3" perk and moves it (optional) to "Idiot Savant 3" perk.

Long: So I was using this mod: "Fusion Core Eject Removal", that removes fusion core ejection from "Nuclear Physicist 3" perk, but wasn't fully satisfied. Because, you know, the description was still wrong and this feature really felt like idiot savant talent. So I've made my own mod with a proper perk description and moved that core ejection nonsense from "Nuclear Physicist 3" perk to "Idiot Savant 3" perk. Because I was using early mentioned mod before making this, the .esp name was intentionally made exactly the same, so transition from one mode to another would be without warning about missing .esp.
Both versions have proper perks descriptions.
