No BOS Vertibird Random Encounters

Ever be going to a quest location and just as you get within firing distance with a sniper rifle the BOS shows up with vertibirds and make a mess of the place and wish they wouldnt do that?

Ever wonder where the BOS gets an endless supply of Vertibirds that blow up everytimne they are sent out?

Ever plant mines at a raider camp while clearing it out and leave them for when they respawn and when they do a week later and you are wandering by... Oh Joy BOS and Vertibirds attack that camp and one of them eats your mine and now they agro you?

Ever just want to explore the world and find new locations WITHOUT a BOS vertibird attacking it just as you find it?

Ever just think the constant attacking vertibirds is kinda stupid?

All of those and more for me! So I fixed that! If you answer yes to most or all of those questions then this mod is for you. If you answered no to most or all of them... then move along and don't bother commenting. This mod isn't for you and your opinions on loving the BOS Vertibird encounters is not wanted or needed.

I changed a condition for the random encounter to point to a brand new global variable that will never be at the right variable so the BOS Vertibird random encounters will never happen. This shouldnt affect the BOS random patrols or any other random encounter.

That right there is the exact reason I made this. Concept for the BOS to be attacking locations in the commonwealth is a good one, the implementation is game breaking in many cases and just plain terrible in the rest.
