Description
This is a version of/addon to New Equipment Overhaul (NEO) built entirely with RobCo Patcher.
What this mod does:

[]Dynamically edits biped slots of all vanilla gear and most modded gear to allow you to wear armor pieces over every outfit.[/]
[]Dynamically adds the ballistic weave keyword to all vanilla and modded outfits.[/]
[]Removes the ballistic weave keyword from the Battered Fedora, Green Rag Hat, Newsboy Cap, and Trilby Hat, because they are the only headgear that have it (Original mod does this too).[/]
[]Lowers the damage resistance of a select few outfits, which original mod also does. Reason is they now have access to the ballistic weave mod and are able to be worn with armor.[/]
[]Corrects several typos and inconsistencies with the names of vanilla gear. ("Names" file)[/]
Disadvantages with this mod over the original (I actually recommend using them both together, more on that further down)
RobCo Patcher is amazing but it can only be used for certain things. Therefore the following things from the original mod are not included in this:

[]Invisible paint for armor pieces.[/]
[]Functional headlamps on helmets and other headgear.[/]
[]All the new paint modifications to various armor pieces.[/]
[]Lowering the armor rating of select gear (armor rating and damage resistance are different records and RobCo Patcher can only handle one of them).[/]
[]All the optional parts (INNR, Eli's Armour Compendium, CROSS armor integration etc.)[/]
Advantages with this mod over the original

[]Works on modded gear too! Almost all of the changes will be automatically applied to any modded outfits you have installed.
Ballistic weave will be added to every single outfit that uses biped slot 33 (main body slot, used by the vault suits for example) no matter what plugin it comes from. Using armor over outfits will work on most modded outfits. The way I'm applying them is based on certain combinations of biped slots used, and from that edit the slots as needed. So any modded outfits that are setup similar to vanilla gear will be covered.[/]
