lvl 4 (When overencumbered, you can fast travel, running costs 50% less action points. You now have +100 to carry weight.)

lvl 5 (When overencumbered, running costs 75% less action points. You now have +125 to carry weight.)

lvl 6-10 +25 Caryweight

Steady Aim - Hip-fire accuracy and damage is improved when firing any gun. (5% per level, shotguns no longer excluded)

Basher - 25% per level up to 350% damage

Rooted - 25% per level up to 225% damage

Refractor - +10 Energy resist up to +100

Sniper - You have improved control and can hold your breath longer when aiming with scopes.

Penetrator - No changes, any ideas?

Concentrated Fire - Every attack on the same body part gains +5% accuracy and damage up to 55%.

Toughness - +20 Energy resist up to +200

Lead Belly - The effects of food are increased from 20% to triple.

Lifegiver - You instantly gain another +20 maximum Health, and slowly regenerate lost Health.

Chem Resistant - Chem effects are 20% to 3x stronger.

Aquaboy - Misc Bonuses in water

Rad Resistant - +10 Rad resist, up to 100

Adamantium Skeleton - Fall and Stagger Resistance

Ghoulish - Radiation now regenerates even more of your lost Health, however some amount of radiation remains permanent in your system, max HP raised to compensate.

Solar Powered - Misc effects when the sun is out, 7 ranks

Cap Collector - Buying and Selling better, can invest up to 1000k, 6 ranks
