A character preset which you can select during character creation.
What do I need to use this character preset and make it look like in the pics?
I use the following:

But you need at least the looksmenu and F4SE to get the preset options to work. Some of these are not on the Nexus.
Where do I put this file?
Put it in the F4SE presets folder. Usually located here: C:\Program Files (x86)\Steam\steamapps\common\Fallout 4\Data\F4SE\Plugins\F4EE\Presets
If the folder does not exist you need to create it.
