Just like with Mirage IIC Armory, the difference in texture quality compared to Rakshasa Armory is so noticeable...
You may need to start a new game for the outfits to appear for already existing Brotherhood of Steel members (or just use the resurrect command on them). Newly spawned BoS should work as intended.
