Glowing Bobbleheads from Fallout 76

Adds the glowing bobblehead variant from fallout 76, scattered across the commonwealth. They're just collectibles, they don't have an effect like regular bobbleheads. Do beware I couldn't make it static so they may fly around if they get knocked over or blown up before you find it. They Don't actually glow either, but niether do they in 76 so it's accurate.

Can be found in irradiated places, especially in the glowing sea.
