Adds a fully new meshed weapon (minus glass for reflex) but uses vanilla textures based of the plasma defender from NV, comes in pistol and rifle variants and has many attachments.

Standalone version spawns on BOS and gunner and special weapon vendors

Replacer version has all the new attachments added to modcols so they drop in the world.
