Adds a bunch of fixes to Fallout Who Regenerated via an esl-marked esp file
List of fixes:

[]Added the UnscrappableObject keyword to the sonic shades, to prevent it from being scrapped.

]Prevented the sonic shades and navcom datastore from respawning, and added a 2nd nonrespawning datastore ontop of the 1st.[]Added a condition to the main drive so you can't repair it until you actually retrieve the manual and tardis repair kit in the depths.
[]Added a condition to the throttle so you can only use Low Vworp until you finish the tutorial flight.
- reverted the Fairlane Hills estate location to master, as FWR was overwriting it, potentially breaking any vanilla railroad quests that point you there.
Requires Fallout Who Regenerated and the base game.
