Ghouls will not attack player on sight. They will just ignore player until player hits them several times.
A simple mod which makes FeralGhoulFaction allied with PlayerFaction, created by CK.
I always hated ghouls f**king sneaking behind me and hitting my back. So I created it.
To install, simply unzip it in steamapps/common/Fallout4/Data directory or use Mod Manager.
But, they might occupy less than 1% of total ghoul population in Commonwealth.
No script used. Free to Install/Uninstall. No Save Corruption.
