F4 Perk Rebalance (F4PRB)

All level requirements lowered by at least 1/2 and aligned to 0, 6, 12, 18 & 24 (a bit like in previous Fallout games).

1-2 ranks added for maximum specialisation, up to 5 ranks.

No new weird items, ingestibles, recipes, turrets, powers, quests, scripts, ba2, tea etc. 100% vanilla & lore-friendly.

Descriptions now include actual statistics such as "7% chance of" instead of "a much better chance of".
