Adds the C. O. G as a supporting faction available through FCOM, replacing the Enclave.
C. O. G Lancer, Shotgun and Sniper (Listed weapon and full Gears armour and variety of helms)
C. O. G Auxiliary (Random Gears weapons, vest tops and cowboy hats)
C. O. G Heavy (Random Gears weapons, Gears power armour frame)
Tested on a clean install and a new save, all seemed to work fine!
