From my personal overhaul. Changes the sniper perk as follows. Obviously will conflict with any other mod which changes the sniper perk, but other perk mods are safe.
Sniper Rank 1:
It's all about focus. You have improved control with scopes and it seems like time slows down just a little when you're holding your breath to take the shot.
Slow Time - 60%
Sniper Rank 2:
Focus and adrenaline? It's almost like Jet, not that you'd know of course. Time slows down even more while holding your breath, and non-automatic, scoped rifles gain +15% accuracy to head shots in V. A. T. S.
Slow Time - 30% (equal to Jet)
Sniper Rank 3:
You were born for this! Time slows significantly while you hold your breath and non-automatic, scoped rifles gain +30% accuracy to head shots in V. A. T. S.
Slow Time - 10% (VATS is 4%)
