Provides one new commercial bar plot based on the Neon Flats creation club content. Starts as a small hole in the wall/back alley type bar but upgrades to a respectable, classy bar at rank three. Best if built on the concrete foundation or

This is a port of the Neon bar plot from Sim Settlements to Sim Settlements 2. It is a 2X2 commercial plot that is, surprisingly, a bar.
REQUIRES SIM SETTLEMENTS 2 AND THE NEON FLATS CREATION CLUB CONTENT
Starts as a pile of rubble at level zero, becoming a small bar at level one and a neon bar at level 3.
