Always SPECIAL Bobbleheads

Changes how SPECIAL bobbleheads apply stats so they do not apply to your base stat

OVERVIEW

Since SPECIAL bobbleheads increased your base stat, a meta arose of avoiding picking them up until you had reached 10 in that stat first. This strategy allowed you to get 11 in that stat if done correctly. If you didn't use the strategy, you would save yourself a perk point but your max was 10. After avoiding the Perception bobblehead once again in a playthrough, I realized how much I hated this dumb min/maxing ... but I couldn't stop myself from doing it!

This mod adds a fortify spell through a hidden perk (similar to how other bobbleheads work) for each of the SPECIAL bobbleheads. As an example: If you have 4 Perception, and pick up the Perception bobblehead, you will have 5 total Perception and still be able to level up Perception 6 times through perks.
