Requirements: None
Installation: open archive open folder. select desired folder and open it. move "Textures" to your fallout 3 data folder. move esp to your fallout 3 data folder.
Uninstallation: open fallout 3 data/textures/clutter/signs. remove talonsign.dds
Permissions: Modders Resource. use it however just credit.
