revised Pistol Mastery Perk

A requested tweak of my Pistol Mastery Perk. This one has no penalties, but requires you to be level 10 to pick it. Also the accuracy reduction is only 75% Description: Having mastered small arms, you have decided to specialize is pistols. You have trained for increased accuracy and range with pistols. The pistol must be at 90% condition or better to receive the bonus however. Required: Lvl 10 and 100% small arms skill Bonus: -75% weapon spread, +50% range to pistols IF the pistols condition is 90% or greater.
