Due to how easy it was to change the file, I've made additional versions with their effects listed in case my rebalance is not favourable to you.

Rebalance: 2. 0
IMO the vanilla settings are way too low, the 100% is too easy to abuse for someone with a cheating problem like myself, and the rebalance is effectively easy mode for pickpocketing and makes pantsplosions viable.
This is for myself and anyone else who wanted a fallout 3 pickpocket mod but couldn't be bothered to find out how to edit it.
Literally just changed three values while using 100%'s mod as a framework. OK hand sign ^_^ open palm faced towards reader
