Navik Glasses Buff

This adds stats to the Glasses that are in Fallout 3. Before only a few had stats and I thought that made any glasses without stats worthless. I tried to make the stat bonus balance but also wanted to make it worth wearing them instead of something like armor. Designed with RP or something to wear till you find better. Added Perks to the mod, these are new perks and so they should work with any mod. Left them in their own package so you can use them with mods that change glasses stats if you don\'t want to use mine.
