Gauss tweaks and The Peeper

Quick mod that changes Gauss Rifle\'s clip capacity to 5, and adds The Peeper(the Biker Googles with night vision effect) in a suitcase near the Ham Radio at the entrance elevator of Outcast Outpost. v1. 2 changes an issue caused by the Gauss Rifle. Installation: Put the .esp into Fallout 3>Data. Future projects: Add lightning to the player house I created in L\'Enfant Plaza.
