Massive thanks to the mod developer Lollia for consistently encourging me to get around to making this mod. Think it was a 3 year project of theirs. but here it is.

Manual installation
The mod files are setup so that the "data/" folder is the root. so just drag and drop that into the folder containing your fallout 3 executable and then activate the ESP in "data files", archive invalidate, and the modification should be in your game
