[Skills] Increased Reserve Ammo + NPC Damage Nerf + Houndeye

My version of the "skills.cfg" edit mod. Mine increases the reserve ammo of all ammo types, reduces the NPC damage to avoid the player getting noscoped by a G3SG1 Rebel. And also removes comments from several lines such as the Houndeye health definition. Replaces skills.cfg and skills_css.cfg
