True Random Relic Effects

When rolling relics, some effects cant be rolled if you got the same effect, example ATK+ when 3 weapons equipped can not exist if you already have one in the same relic.

This mod changes that

If you want to see truly garbage relics, this is your mod.

Also useful just to check how to modify relic effects weight in the rolling table

Character skills relics effects are untouched

Also make all relic effects have weight 100, which means it should be 100% random
