Permanent Cosmetic Buffs (Reg.Bin and CSV updated for 1.16)

Updated Regulation. Bin & CSV files for Nodomi's Permanent Cosmetic Buffs Mod. This mod was exactly what I was looking for, but I was sad it was no longer updated and the creator seems to have abandoned it. I do not take any credit for this mod, just wanted to personally get it to work.

I managed to update his regulation.bin through SMITHBOX and exported the updated CSV files so that you can merge these CSV files into your 1. 16 regulation bin.

Unfortunately The 1. 16 regulation bin added Leda's armor to SpEffectParam. CSV on line 650010 and 650011 which was used for the bloodflame & blackflame incantations, therefore these will no longer be available but atleast we can use the other effects.

You will still need his files but you have 2 options to update:

1). Download updated regulation.bin and place into modengine2/mods

2) If you are using other mods that require regulation.bin then Alternatively, you can just download the CSVs and merge into your 1. 16 regulation.bin
