Dragon Spell tweaks

Various tweaks on Dragon-related stuff

Major Changes:

• []Dragon Communion incantation damage increase

  []Removed Faith requirements on Dragon Communion incantations

  []Set the cast speed of all Dragon Communion incantations (including all the red lightning Dragon Cult incants and Death Lightning) to maximum DEX cast speed

  []Lowered Bayle incant requirements (Tyranny is now 36 ARC, Flame Lightning is 40

  []Placidusax Ruin is now classified as a Dragon Communion incant and requires 36 ARC

  Minor Changes:

  • []Changed Lightning scaling from DEX to FTH

  []Dragon weapons that require high DEX now requires high FTH instead

  []added ARC scaling to Dragon-Hunter and Dragon Halberd

  This is my first mod made on smithbox so feel free to test it out first.
