-Easier parkour time limits

-Improved weather time cycles with more dramatic weather with more rain and thunder storms.
-Better Lockpicking includes more durability and higher angle around the required value where you can move the lock

Shout out to 55155hi for their parkour fever challenge mod easier parkour I was originally going to do 5 mins for all these challenges, but found 10 mins to be much better fit. I made the changes myself in the file, but wanted to give credit since the change to parkour times are similar.
