Removes minimum and maximum level cap on enemy encounters
This removes the level cap on encounters so now you can fight encounters as a level 1 Goku after finishing the Buu saga. This should be compatible with all the maps, if not let me know.
Original Minimum Level Cap: 65

New Maximum Level Cap: 999
