Shield Talents for all Warriors

Removes the need to have a shield equipped to activate or benefit from the passive abilities from Shield Defence and Shield Block trees

I've not tested this out fully, especially if using dual-wielding or bows.

Installation: drop into your override folder.

Compatibility: may cause issues with other mods that affect shield talents

You can also edit an existing ABI_Base file with GDApp to achieve this by changing the "condition" column (see screenshots) for the relevant abilities from "3" to "0"

The reasoning behind it is that warrior builds inevitably turn out the same way with every warrior maxing out every talent tree. This gives at least some degree of customization, allowing a 2-hander to sink some points into defence at the cost of offence.

Note that the Shield Bash tree (activated abilities) has not been modified as it is buggy to use with other weapon types than WS.
