Lowered Cooldown for Rally and Beserk

this is a pseudo-fix that makes the bug that turns off rally/beserk whenever it feels like it a bit more bareable. it\'s intended as a TEMPORARY sollution till bioware releases a proper fix. example: opening inventory or char-screen with rally activated will deactivate the skill. lowered the cooldown time of rally AND beserk skills to 0. 5 seconds. it\'s fast enough not to be a bother for the gameplay, but it still retains the \"refill\" icon animation. i wanted this to give the player an extra \"poke\" when it\'s turned off. i find the lack of glow a bit too sublte. this changes ONLY the cooldown time of ONLY the rally and beserk skills. other skills that affect these work normally. bonuses are normal. it -should- not have any bugs. it\'s so damn small i doubt i managed to screw it up. if something\'s wrong, though, drop a line, i\'ll try to fix it. it -should- be compatible with other mods, EXCEPT those that modify the rally/beserk skills. i don\'t know what happens when they clash. just uninstall this one and you should be ok though in this case. ---------------- installing: just put the unarchived file in the following folder: My Documents\\BioWare\\Dragon Age\\packages\\core\\override\\rules if you don\'t have the rules folder, make one, and drop the file there. don\'t ask for a dazip, i think making a folder and pasting a file there is simpler then installing a mod :P uninstall: just delete the ABI_Base_ffcooldowns.
