You will need to manually install this mod I am afraid... by editing this file chargenmorphcfg.xml
Under the section add this:
Place these files in your “My Documents/Bioware/Dragon Age/packages/core/override” folder.
And you are done... sort of...
Technically this mod doesnt work correctly... you will need this mod and following these instructions in order to get to work as I did... Sorry this was the best I could do without playing around with tint files...

Place the override file in your Mod Manager – Mods – Override folder, then active through the Mod Manager Program.
Once activated add this mods files into “My Documents/Bioware/Dragon Age/packages/core/override/CharGen Toolset 1_5” and edit the chargenmorphcfg.xml adding the
under the section.
Then in the character creator, make a Male Elf and use the last face preset, to get the same results and just after the Avatar face is my Drow face... or at least mine was... and then play around with skin tones and go for the darkest skin tone possible... good luck... (You can also get a kick ass Necromancer pale skin texture from this as well).
You will also notice a small green tint around the edges of the face (ears mainly), I managed to reduce it but it is still visible.
