I'm uploading this tool as it can be usefull to correct neck seam.
Load . TMC file in the tool
Check the box "Correct Neck Vertices" and select the girl the mod belongs to.
Check the box "Smooth Seams for Overlapping Vertices..."
Select in the "TMC Mesh Group" the option "All Groups (Single OBJ)"
Press the "Inject Into TMC" button
A backup for the mod . TMC file will be created automatically.
